The legislation of each country sets out certain rules and requirements that candidates for academic titles must meet. What are the rules and requirements in Kazakhstan?

Anyone who wants to devote their life to scientific activity and is just beginning their journey to obtaining an academic title or degree should familiarise themselves with the requirements set by the government of the country. These requirements are set out in the Law of the Republic of Kazakhstan "On Science" of February 18, 2011.
Rules for awarding academic titles
The authorised body in the field of education and science is responsible for awarding academic titles. Academic titles are awarded to employees of scientific institutions, higher and/or postgraduate education on the basis of nominations by the academic councils of these institutions.
The Committee for Quality Assurance in Education and Science of the Ministry of Education and Science of the Republic of Kazakhstan is the authorised body.
Academic titles:
- associate professor;
- professor.
Awarding the title of "Associate Professor"
Conditions for awarding
1. Experience in scientific and scientific-pedagogical activity:
- At least 3 years after defending a dissertation, including 2 years as an associate professor or senior researcher.
- For persons with a PhD, no length of service is required.
2. Publications:
- At least 14 scientific articles, including 10 in refereed journals and 2 in international peer-reviewed journals.
- International peer-reviewed journals must be in the 1-3 quartiles according to Journal Citation Reports or have a CiteScore percentile of at least 35.
- Articles indexed in the Arts and Humanities Citation Index, Science Citation Index Expanded, Social Sciences Citation Index are taken into account.
3. Types of publications:
- Articles in international peer-reviewed journals of the "Article" or "Review" type;
- Interdisciplinary journals are taken into account if there is a corresponding quartile or percentile.
4. Other publications and patents:
- Monographs published by trusted publishers or top 100 universities count as 2 articles;
- US, EU, and Japanese patents included in the Derwent Innovations Index are counted as articles, but not more than 20% of the total number of publications.
5. Alternative conditions:
- A monograph (at least 6 printed pages) or a textbook that has been in use for at least 1 year;
- If there are additional 3 articles in international peer-reviewed journals of the 1st and 2nd quartile or with a CiteScore percentile of at least 50, the requirements for monographs or textbooks are not required.
Art and architecture
1. Experience in research and creative and teaching activities:
At least 3 years after defending the dissertation, including 2 years as an associate professor or senior researcher.
2. Publications and creative works:
At least 14 scientific articles (not abstracts) and/or creative works after defence of the dissertation:
- 10 in recommended journals or in the Republic of Kazakhstan;
- 2 in foreign journals or 1 creative work abroad;
- 2 reports at international conferences or participation as a chairman, jury member, curator at international competitions or festivals.
3. Monographs and textbooks:
- A monograph recommended by the Academic Council (published in the last 5 years, at least 4 printed pages);
- Or a textbook recommended by the Academic Council/Republican Educational Methodological Council (at least 4 printed pages, used in the educational process for at least 1 year);
- Or supervising the defence of a dissertation, which results in the applicant's degree;
- Or training of winners of national, international or foreign competitions and awards.
Awarding the title of associate professor to military personnel and employees of special institutions
Categories of persons:
- servicemen;
- staff and employees of higher military educational institutions;
- staff and employees scientific organisations of the Ministry of Defence;
- staff and employees national security agencies;
- staff and employeesof the Ministry of Internal Affairs;
- staff and employees military departments.
1. Requirements:
- No academic degree or PhD degree;
- Military (special) rank not lower than colonel;
- At least 3 years of scientific and teaching experience after defending a dissertation, including 2 years as an associate professor or senior researcher.
2. Publications:
At least 14 scientific articles, at least 10 of which are in recommended journals.
3. Monographs and textbooks:
A monograph or textbook recommended by the Academic Council/Republican Educational and Methodological Council (at least 4 printed pages, used in the educational process for at least 1 year).
Academic title of professor
The academic title of professor is awarded to applicants who hold the title of associate professor or senior researcher and work full-time in the organisation, subject to availability:
1. Experience in research and/or teaching:
Continuous experience of at least 5 years after obtaining the title of associate professor, of which 2 years in positions not lower than a university professor or corresponding positions in a research organisation, heads of departments, deputy heads, heads of universities or research organisations.
2. Publications:
28 scientific articles in periodicals in the speciality, published after obtaining the title of associate professor, including:
- 20 articles in journals recommended by an authorised body;
- 3 articles in international peer-reviewed journals (1st and 2nd quartiles according to Journal Citation Reports or CiteScore not less than 50 in the scientific field).
3. Monographs and textbooks:
- A monograph recommended by the Academic Council and published after obtaining the rank of associate professor, with a volume of at least 6 printed pages;
- Or a textbook recommended by the Academic Council or an authorised body (published in the last 5 years, with a volume of at least 6 printed pages, used in the educational process for at least 1 year);
- Or 3 persons who have defended their dissertations under the supervision of the applicant and have an appropriate scientific or academic degree.
In the case of 5 additional articles in international peer-reviewed journals (1st and 2nd quartiles or CiteScore of at least 50 in one of the scientific fields), the requirements of subparagraph 3 are not required.
The academic title of professor is also awarded subject to the following conditions:
1. Experience in scientific and/or scientific-pedagogical activity:
Continuous experience of at least 8 years after defence of the dissertation, of which 2 years in the position of at least associate professor or senior researcher.
2. Publications:
42 scientific articles (not abstracts) in the speciality, published after the thesis defence, including:
- 30 articles in journals recommended by an authorised body;
- 5 articles in international peer-reviewed journals that meet the requirements.
3. Monographs and textbooks:
- At least 2 monographs recommended by the Academic Council and published after the defence of the dissertation (authorship of at least 10 printed pages);
- Or textbooks recommended by the Academic Council or an authorised body (total volume of at least 12 printed pages, used in the educational process for at least 1 year);
- Or 4 persons who have defended their dissertations under the supervision of the applicant and have an appropriate academic degree.
If there are 7 additional articles in international peer-reviewed journals (1st and 2nd quartiles or CiteScore of at least 50 in one of the scientific fields), the requirements of subparagraph 3 are not required.
The field of art and architecture
The academic title of professor is awarded to specialists who hold the title of associate professor (associate professor) or senior researcher and work full-time, provided that:
1. Experience in scientific and/or creative and pedagogical activities:
Continuous experience of at least 8 years after defence of the dissertation, of which 2 years in the position of at least an associate professor (associate professor) or senior researcher.
2. Publications and creative works:
At least 28 scientific articles and/or creative works published (created) after obtaining the title of associate professor (associate professor), including:
- At least 20 articles in publications recommended by an authorised body or creative works presented in the Republic of Kazakhstan;
- At least 5 articles in foreign scientific journals or 3 creative works abroad;
- At least 3 reports at international conferences or participation at least 2 times as a chairman, jury member, curator at international competitions, exhibitions, festivals.
3. Monographs and textbooks:
- A monograph recommended by the Academic Council and published after obtaining the title of associate professor (authorship of at least 6 printed pages);
- Or a textbook recommended by the Academic Council or an authorised body (published in the last 5 years, used in the educational process for at least 1 year, total volume of at least 6 printed pages);
- Or 3 persons who have defended their dissertations under his/her supervision and have an appropriate academic degree;
- Or 2 persons (teams) trained under his/her supervision – laureates, winners of national, international competitions, exhibitions, festivals.
The field of art and architecture with an honorary degree
The academic title of professor is awarded to specialists with the academic title of associate professor, awarded an honorary title in accordance with the Law, and working in the given organisation, provided that:
1. Experience in scientific and/or creative and pedagogical activities:
Continuous experience of at least 5 years.
2. Publications and creative works:
At least 20 scientific articles and/or creative works in the speciality.
3. Monographs, textbooks or prepared under the guidance of a person (team):
- A monograph recommended by the Academic Council and published after obtaining the title of associate professor (authorship of at least 6 printed pages);
- Or a textbook recommended by the Academic Council or an authorised body (published in the last 5 years, used in the educational process for at least 1 year, total volume of at least 6 printed pages);
- Or 3 persons who have defended their dissertations under his/her supervision and have an appropriate academic degree;
- Or 2 persons (teams) trained under his/her supervision – laureates, winners of national, international competitions, exhibitions, and festivals.
Specialists in physical culture and sports
The academic title of professor is awarded to specialists in the field of physical culture and sports with the academic title of associate professor (associate professor) or senior researcher, if available:
1. Experience in scientific and/or coaching and teaching activities:
Continuous experience of at least 8 years after defence of the dissertation, of which 2 years in the position of at least an associate professor or senior researcher.
2. Publications and scientific and methodological works:
At least 28 scientific articles in the speciality, published after the defence of the dissertation, including:
- 20 articles in publications recommended by the authorised body;
- 5 articles in international peer-reviewed journals or 3 creative works abroad.
3. Monographs and textbooks:
- A monograph recommended by the Academic Council and published after the defence of the dissertation (authorship of at least 6 printed pages);
- Or a textbook recommended by the Academic Council or an authorised body (published in the last 5 years, used in the educational process for at least 1 year, total volume of at least 6 printed pages);
- Or 3 persons who have defended their dissertations under his/her supervision and have an appropriate academic degree.
Specialists in physical culture and sports with an honorary title
The academic title of professor is awarded to specialists in the field of physical culture and sports who have the title of associate professor (associate professor) and have been awarded the honorary title of the Republic of Kazakhstan or the title of "Honoured Coach of the Republic of Kazakhstan", and who are employed by the organisation in question, if any:
1. Experience in scientific and/or coaching and teaching activities:
Continuous experience of at least 5 years.
2. Publications:
At least 20 scientific articles in the speciality.
3. Monographs, textbooks or prepared by individuals (teams):
- A monograph recommended by the Academic Council and published after obtaining the rank of associate professor, with at least 6 printed pages;
- Or a textbook recommended by the Academic Council/Republican Educational and Methodological Council (published in the last 5 years, used in the educational process for at least 1 year, total volume of at least 6 printed pages);
- Or 3 persons who have defended their dissertations under his/her supervision and have a scientific degree;
- Or 2 persons (teams) trained under his/her supervision who are champions of the World Universiades, Asian Championships, Asian Games, European, World or Olympic Games.
Military and employees of scientific organisations
The academic title of professor is awarded:
- Military personnel;
- Staff and employees of higher military and special educational institutions;
- Scientific organisations subordinated to the national security bodies of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the Ministry of Defence of the Republic of Kazakhstan;
- Military departments of universities.
If available:
1. Experience in research and/or teaching:
Continuous experience of at least 5 years after obtaining the title of associate professor, of which 2 years as a university professor or senior researcher in a scientific organisation. Positions may include the head of a unit, deputy head, head of a higher military or special educational institution, scientific organisation of the Ministry of Defence of the Republic of Kazakhstan, national security agencies of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, or a professor of a military department of a university.
2. Publications:
Not less than 28 scientific articles (not abstracts) in the speciality published after obtaining the title of associate professor, including 20 articles in publications recommended by the authorised body.
3. Monographs, textbooks or trained persons:
- A monograph recommended by the Academic Council and published after obtaining the rank of associate professor (authorship of at least 6 printed pages);
- Or an individually written textbook recommended by the Academic Council (published in the last 5 years, used in the educational process for at least 1 year, total volume of at least 6 printed pages);
- Or 3 persons who have defended their dissertations under his/her supervision and have a scientific degree or an academic degree.
Obtaining the status of a scientist is a complex and lengthy process. In particular, the number and quality of scientific publications required to achieve this goal can significantly affect the time required to achieve this goal.
