Clarivate Analytics, the company that owns Web of Science, announced that the Russian Science Citation Index (RSCI) has been excluded from the platform. Thus, articles from Russian and other CIS journals from the Russian Science Citation Index no longer meet the requirements of the RK NAP and cannot be equated with articles from the List of Recommended by the Ministry of Education and Science of the Republic of Kazakhstan (RINC).

Web of Science is one of the most prestigious scientometrics databases containing information on millions of scientific publications and citations. Inclusion in Web of Science is considered an indicator of the qualityof a scientific journal or researcher.
Reasons for RINC exclusion
-
Sanctions: RINC was removed from Web of Science due to sanctions imposed on Russia.
-
Low quality: RINC was criticized for low quality content, including a large number of "junk" journals and questionable publications.
-
Non-compliance with standards: RINC did not comply with a number of international standards used by Web of Science.
Exclusion of RINC from Web of Science will have a number of consequences for Kazakhstani scientists:
-
Reduced visibility of Kazakhstani scientific publications. RINC contained a significant number of publications from Kazakhstan, and their exclusion from Web of Science may make Kazakhstani research less visible to researchers searching for information in Web of Science. This could lead to a decrease in citationsof these articles.
-
Change in the assessment of scientific activity. RINC was often used in Kazakhstan to assess scientific productivity of researchers and organizations. Its exclusion from Web of Science may change this process.
At the same time, the exclusion of RINC from Web of Science may have some positive consequences:
-
Stimulation of Kazakhstani scientists to publish in journals indexed in Web of Science or Scopus. This may lead to an increase in the quality of Kazakhstani scientific research.
-
Promoting the development of alternative scientometric databases. Kazakhstan may start using other databases to assess scientific activity.
Now it is difficult to say what will be the long-term consequences of the exclusion of RINC from Web of Science for Kazakhstani science. However, this is an important event that requires attention from the Kazakhstani scientific community.
Recommendations for Kazakhstani scientists:
-
Continue to publish in journals indexed in Web of Science and Scopus.
-
Consider alternative scientometric databases.
-
Collaborate with scientists from other countries.
