Recently, new rules for awarding the degree of Doctor of Philosophy, which were proposed by the Committee for the Control in Education and Science of the Ministry of Education and Science of the Republic of Kazakhstan, have come into force.
The Minister of Education and Science of the Republic of Kazakhstan, Askhat Aymagambetov, noted that previously, to protect a doctoral student, it was necessary to publish 7 articles in scientific journals. And often these publications had dubious status. In this regard, the Ministry decided to change the vector of actions and introduce new requirements. Currently priority is not quantity, but quality. These actions should reduce the workload of scientists, but motivate them to prepare original, valuable work, and publish in quality peer-reviewed international journals.
New requirements
Scientific results are published before defending a thesis research in scientific journals, which are included in the List of scientific publications and/or in international journals.
Scientists should publish articles in journals that are in a particular quartile according to Journal Citation Reports (Clarivate Analytics) or in journals that are in Scopus and have a CiteScore percentile in areas such as science; mathematics and statistics; information and communication technologies; engineering, manufacturing, and construction industries; agriculture and bioresources; veterinary medicine; healthcare and social welfare (medicine) and services.
In all other areas, the researcher should publish articles in journals that have an impact factor according to the Journal Citation Reports or are included in the Web of Science Core Collection (sections Arts and Humanities Citation Index, Science Citation Index Expanded, Social Sciences Citation Index), as well as in Scopus journals that have a CiteScore percentile.
Ph.D. candidate will be able to defend their thesis
- If there is 1 paper in an international peer-reviewed scientific publication that has an impact factor according to the Journal Citation Reports or is indexed in the Web of Science Core Collection (sections Arts and Humanities Citation Index, Science Citation Index Expanded, Social Sciences Citation Index) or in the publication with a CiteScore percentile of at least 25 in Scopus. Furthermore, the scientist must publish 3 papers in journals from the List of Journals.
- In case of 1 article in an international peer-reviewed scientific publication that has an impact factor according to Journal Citation Reports or a CiteScore percentile of at least 25 in Scopus + 1 article in a journal that is included in Q1, Q2, Q3 Journal Citation Reports or in the publication with a CiteScore percentile of Scopus of at least 50. There is no need to publish papers in the List of Publications.
- In case of publishing a paper in a journal that is part of the Q1 Journal Citation Reports, no other papers are required.
In addition, changes were made to the requirements for members of dissertation councils, which must have a degree, as well as:
- citation index – the Hirsch index of the members of the Expert Council (at least 1/3) must be 2 or more in the international Scopus or Web of Science databases;
- and/or publications in international peer-reviewed scientific journals with the quartile Q1, Q2, Q3, which are included in the Web of Science or Scopus databases;
- and/or international patents;
- and/or at least 10 publications in the List of Journals;
- and/or 10 scientific and/or creative papers on art.
According to the Minister, if the Ph.D. candidate is required to publish in high-quality journals, then there should be strong work on the part of the scientific advisors.
THUS, TO DEFEND THE THESIS RESEARCH, FOR THE SCIENTIST IT WILL SUFFICE TO HAVE: 1 publication in an international journal that is included in SCOPUS with a percentile of 25% and 1 publication in a journal that is indexed in SCOPUS with a percentile of 50%. |
